This article from the LA Times reports that 12 people have been arrested for their involvement with the construction of a tunnel between Tijuana and San Diego. Apparently, they were planning for a long-term passage, as the tunnel was equipped with electricity for lighting and ventilation. From the photo on the left you can see it was a well-constructed project.

Our tunnels are not built to smuggle people, although they might be used for that purpose occasionally. They are built with drug money for the purpose of smuggling drugs. There's not enough money in people-smuggling to pay for this kind of construction.
